Background and Objective: During his presidency of the judiciary, Shahid Ayatollah Ebrahim Raisi, inspired by the decrees of the Supreme Leader (Ayatollah Ali Khamenei) and the Second Step Statement, adopted a decisive and systematic approach to combating economic corruption. This research aims to explain the dimensions of his strategies in economic governance, focusing on anti-corruption measures and structural reforms.



Methodology: The study uses a qualitative design based on thematic content analysis. Data were collected from 16 speeches delivered by Shahid Raisi between 2019 and 2020 in contexts such as the Supreme Council of the Judiciary, elite meetings, national conferences, and formal assemblies. Key ideas were extracted and organized into three levels: basic, organizing, and overarching themes.



Findings: The analysis shows two main dimensions in Raisi’s approach. The first is reforming economic and governmental structures through process transparency, strengthening economic independence, and resisting rent-seeking practices. The second is the precise implementation of the Second Step of the Revolution Declaration, which stresses transparency, enforcement of the eight-article decree of the Supreme Leader, decisive action against corrupt actors, and enhanced coordination among government branches. Altogether, 23 basic themes, 15 organizing themes, and 5 overarching themes were identified.



Conclusion: Effective anti-corruption requires firm implementation of leadership decrees, structural reforms to remove corruption-prone mechanisms, and expanded oversight and transparency. Achieving this demands strong determination, institutional cooperation, and impartial justice. These measures can build public trust, strengthen economic justice, and establish healthier economic governance.
