The current research was conducted with the aim of validating and prioritizing the dimensions, components and indicators of the e-learning culture model using a mixed (qualitative-quantitative) method. It is applied in terms of purpose and descriptive-survey in terms of type. The qualitative statistical population was university professors and the quantitative part was secondary school teachers. Qualitative sample selection was done according to the rule of theoretical data saturation and quantitative sample selection was done using random sampling method. Qualitative data collection tool was semi-structured interview and quantitative data was researcher-made questionnaire. For the validity and reliability of the interviews, the criteria of reliability and transferability were used, and for the validity of the questionnaire, the content validity index of CVI and the relative coefficient of content validity of CVR were used. The reliability of the questionnaire was also calculated through Cronbach's alpha coefficient (0.786). Qualitative data analysis was done using open, axial and selective coding and quantitative data analysis was done using descriptive and inferential statistics. Friedman's test was used to prioritize the dimensions, components and indicators the model, and validity and fit of the model were used using construct validity, composite reliability (CR), Cronbach's alpha coefficient and SRMR index.The resulting index value less than 0.8 indicates a good fit of the model. It is suggested that educational and curriculum planners use their diligence in using the research model and the provided indicators.
