Executive Summary (Abstract). This research investigates the role of direct government interactions, particularly provincial visits, in enhancing participatory governance in Khuzestan Province. The conceptual framework is constructed upon a synthesis of multi-level governance theories and key principles from Nahj al-Balagha (such as justice, consultation, and mutual accountability), tailored to align with local contexts. Data were collected via a mixed-methods approach: 286 standardized questionnaires from residents of 10 counties, in-depth interviews with 12 key stakeholders, and analysis of 4 official documents. Results indicate that direct government interactions represent the strongest predictor of participatory governance advancement (β=0.81, p<0.001). Although public trust (mean=3.89) and organizational accountability (3.65) were evaluated at satisfactory levels, transparency in resource distribution (3.40) and involvement of marginalized groups (less than 15%) remain significant challenges. The province's ethno-cultural diversity, exerting a 60% negative impact, underscores the necessity for localized models. Findings confirm that provincial visits, while boosting short-term trust, require sustainable structures (e.g., continuous monitoring systems), policy localization (integrating indigenous-Islamic values), and improved decrees considering the current 20% implementation rate in justice-related areas for enduring efficacy.
