شناسایی نشانگرهای برنامه‌ریزی فرهنگی در شهرهای ایران؛ بازنمایی نقش طراحی شهری در برنامه‌ریزی فرهنگی

چکیده

افزایش جمعیت و تمایل مردم به سکونت در شهرها، منجر به ظهور گونه‌های متنوعی از شهرنشینی در سال‌های اخیر شده‌ است. ساکنان شهرها، امروزه نه به‌دلیل تناسبات فرهنگی و اجتماعی، بلکه با هدف استفاده از تسهیلات و خدمات شهری دور یکدیگر جمع شده‌اند. همین دلیل سبب قرارگیری گروه‌های مختلف فرهنگی و اجتماعی در کنار همدیگر، صرفاً به‌جهت برخورداری از خدمات و فارغ از تناسبات فرهنگی گردیده و فرهنگ شهروندان را تحت‌الشعاع قرار داده است. به‌منظور توقف این روند، یکی از اهداف اصلی برنامه‌ریزی شهری و برنامه‌ریزی فرهنگی، تمرکز بر ارتقای فرهنگی شهر‌ها و دستیابی به پایداری فرهنگی، تنوع فرهنگی و هویت و شخصیت فرهنگی شناخته می‌شود.
هدف این مقاله، ارائه و اولویت‌بندی شاخص‌های برنامه‌ریزی فرهنگی در شهر‌های ایران در راستای رسیدن به پایداری با تأکید بر بعد فرهنگی در ساختار مفهوم پایداری است. این مقاله که در گروه مقالات توصیفی ـ تحلیلی است، با استفاده از روش مطالعه اسنادی و تحلیل محتوا، شاخص‌های برنامه‌ریزی فرهنگی را استخراج و اولویت‌بندی کرده ‌است. در گام بعدی پس از استخراج شاخص‌ها و به‌منظور اولویت‌بندی آنها، وزن‌دهی به شاخص‌ها به روش «وزن‌دهی نوسانی» توسط گروه متخصصان صورت‌گرفته ‌است. نتایج حاصله نشان می‌دهد که شاخص‌های «درصد هزینه‌های اقلام فرهنگی در مجموع هزینه‌های خانوار»، «درصد درآمد‌های خانوار از مشاغل فرهنگی»، «میزان استفاده از سمبل‌ها و نماد‌ها در شهر» و « تعداد شخصیت‌های فرهیخته و شناخته‌شده در شهر» از مهم‌ترین شاخص‌های تحقق برنامه‌ریزی فرهنگی در شهر‌های ایران به‌شمار می‌روند که همین امر خود نشانگر آن است که تا چه میزان، طراحی شهری بر برنامه‌ریزی فرهنگی شهر‌ها مؤثر است و پرداختن به امر برنامه‌ریزی فرهنگی، صرفاً امری برنامه‌ریزانه نبوده و حوزه طراحی شهری را نیز در بر می‌گیرد.

The population growth and people’s inclination to settle in the cities have led to the emergence of different types of urban dwelling in recent years. The inhabitants of the cities today get together not due to cultural and social compatibilities, but for the sake of utilizing urban facilities and services. This very reason has caused the juxtaposition of different sociocultural groups, who merely want to enjoy services regardless of cultural incompatibilities that have overshadowed the culture of the citizens. In order to halt this trend, one of the main objectives of urban planning and cultural planning is focusing on cultural promotion of the cities and achieving cultural sustainability, cultural diversity as well as cultural identity and personality. The objective of this paper is to suggest and prioritize the cultural planning indexes in Iranian cities in line with attaining sustainability with emphasis on cultural dimensions within the structure of the concept of sustainability. This study is a descriptive-analytical research in which the indexes of cultural planning were extracted and prioritized through documental and content analysis methods. In the next step, after the extraction of the indexes and in order to prioritize them, the weighing of the indexes was carried out by experts through “oscillatory weighing” method. The findings show that the following indexes are among the most significant indexes of materialization of cultural planning in Iranian cities: “The percentage of expenditure of cultural items in the overall household expenditures”; “the percentage of household income from cultural jobs”; “the degree of using symbols in the cities” and “the number of known learned scholars in the city”. This shows to what extent urban planning affects cultural planning in the cities and attention to cultural planning is not merely a planning issue and encompasses the field of urban design as well.
