فن‌سالاری در سیاست‌گذاریِ علم و تکنولوژی

چکیده

توسعه در تمام مراحل تهیه چشم‌انداز و راهبرد و پیاده‌سازی نیازمند برنامه‌ریزی و سیاست‌گذاری و مدیریت است. نشان می‌دهیم که تقسیم‌کار و تخصصی‌شدن علوم در کنار برخی فلسفه‌ها، نفوذ تهدیدآمیز تکنوکراسی در سیاست‌گذاری‌ها را در بر دارد؛ تکنوکراسی در نهایت باعث می‌شود توسعه در جهت رفاه عموم مردم شکل نگیرد. به همین دلیل برای توسعه و پیشرفتِ مناسب و بومی نیازمند نهادها و رویکردها و زمینه‌های فلسفی هستیم که بستر مناسبی برای امکان نقد و اصلاح سیاست‌گذاری‌ها فراهم کند.

چکیده [English]

Development requires planning, policymaking and management in all stages of preparation of the vision, strategy and implementation. Attempts have been made to show that division of labor and specialization of science on the side of some philosophies involve threatening influence of technocracy on policymaking. Technocracy ultimately prevents development from moving towards the direction of public welfare. Hence, in order to have suitable indigenous development and progress, we need philosophical backgrounds as suitable contexts for possibility of criticism and reformation of policymaking.
