This article examines the role of video games in influencing users’ identities and identifies policy imperatives related to the use of video games as an interactive medium. In the conceptual section, the article presents theoretical definitions of interactive media and analyzes the mechanics, dynamics, and aesthetics of games, addressing the conceptual and theoretical frameworks of this medium. This research uses a qualitative method and data collection was conducted through semi-structured interviews with fifteen elites in the field of culture and media. For data analysis, thematic analysis was used to extract hidden semantic patterns in the participants’ discourse. Finally, the research has achieved an explanatory framework that, in the first place, explains the policy imperatives in the field of video games. This framework provides a platform for a deeper understanding of the cultural, educational, and social mechanisms associated with this emerging medium, and can help cultural policymakers design and implement more effective and forward-looking interventions in this area. Secondly, by referring to the cultural, identity, and social impacts of video games, it explains some cultural components of communication such as distance from reality, role-playing, need system, purposefulness, and change in self-concept. Finally, with an emphasis on the impact of games on users' identities, the policymaking capacities in this area and the positive and negative impacts of games on various aspects of identity are examined.
