Abstract
"Classification" is among the most crucial and essential human topics and actions, and it is a fundamental tool in all sciences. In this article, first, the necessities of having an appropriate classification are outlined, and then the main issue is determined as "the pattern of appropriate activities classification for enhancing macro-governance in the country." That is, how can an appropriate activities classification be designed in the country that, by showing the correct position of all concepts, subjects, entities, services, and activities, assists macro-governance in having a comprehensive view of diverse governance areas such as water governance, security governance, economic governance, a) Define their place, relationship, connection, and importance; b) Help in determining their cooperation methods and resolving disagreements; and c) Make their common, specific, and cross-cutting subjects transparent. Based on this, previous examples of general classifications, including scientific classification, system classification, and similar ones, are examined and criticized. Then, using a deductive reasoning method, a classification is designed and validated using a survey method. The main finding of the research is an eight-part general classification, and its components and validation results are presented. In conclusion, various applications of this classification for governance, such as classifying macro-governance indicators, identifying required sciences for the country, designing macro architecture of governance and regulatory, facilitating the of key and macro definitions and concepts, reducing laws, policies, and regulations, and correcting the country's dispersed management approach and issue systems, are explained.
