Educational and Higher Education Policy within Public Policy ِ: From the Qajar to the End of the Pahlavi Era

Abstract
In this article, at first, public policy concepts, including educational and higher educational policies were re-conceptualized, based on a profound and wide- spreading study. Then, educational policies, process and related events in Pahlavi's epoch, based on systematic and critical review, were explored.
Based on findings, it sounds that Pahlavi's policy makers, instead of creating relevant structure and policies, based on scientific systematic studies and participatory acting of the system key actors, capable to resolve the expanding Iranian educational system problems, they relied more heavily on bureaucratic controlling institutions which expanded irregularly and even illegally.
