A Philosophical Criticism of the Narrative of Quality as Efficacy in Iran Higher Education

Abstract

The question of higher education’s quality is a subject that has preoccupied many experts, policymakers and planners. The objective of this paper is to critically study the narrative of quality, which is introduced as efficacy. According to this approach, a university with academic quality is an institution that prepares the grounds for the production and sale of knowledge in the global market. Given the philosophical nature of this research, critical and deductive methods have been employed for the purpose of this study. The findings of the research indicate that the application of efficacy criterion to all spheres of higher education – especially in ethical and spiritual spheres – is not admissible. Such an inadmissible generalization, not only overlooks man’s status and position, but also reduces any type of true education to the level of limited activities. Hence, by relying on Karl Jaspers multi-spheres theory of human beings, attempts have been made in this paper to rethink the concept of quality as well as its range and scope in higher education.
