Abstract
The purpose of the research is to design and validate the social cultural capacity building model in the implementation of public policies in the social security organization. The sample size was 17 people who were selected by purposeful sampling. Sociostatistics is a small part of the managers and experts of the Social Security Organization of Iran in the number of 3029 people. The sample size based on Cohen's table is 176 people who were selected in a two-stage cluster. In order to analyze the data, NVIVO, SPSS and SMART PLS software were used. The results of qualitative data led to the extraction of 85 codes, 26 basic themes and 9 organizing themes. The results show that the organizing themes of "Approval of convergent policies and intra-organizational coherence", "Political independence of the organization", "Implementation of social justice", "Implementing the principles of electronic government in the organization", "Attention to environmental changes", "Improvement of social security culture", "Belief in creating transformation and Innovation", "Networking in the organization" and "Creating a monitoring and feedback system" model of social cultural capacity building They form the social security organization in the implementation of public policies.
