Since, the issue of transfer of technology has been discussed in Iran either in the field of development or engineering sciences, question about the foundations of technology before the complete development of technology has been considered one of the main obstacles in the way of transfer of technology. The hypothesis of this paper is that philosophical question about foundations of technology not only is not an obstacle in the way of transfer of technology, but also is one of the main pillars for moving towards  compatible and indigenized   technology. After critically studying transfer of technology from the perspective of philosophy of technology, by focusing on three issues, i.e. value-orientedness of technical product, fundamental difference between technological knowledge and scientific knowledge and the significance of the social technical system, attempts have been made in this article to demonstrate that the prevailing approach to the transfer of technology is superficial. On the basis of this approach two solutions have been suggested for the transfer of technology. کشورهای واردکننده تکنولوژی در گام اول می‌کوشند تکنولوژی متناسب با نیازهای خود را انتخاب کنند و در گام دوم تلاش می‌کنند تا آن را هر چه بیشتر با موقعیت کشور خود سازگار نمایند. از آنجا که موضوع انتقال تکنولوژی در ایران یا در مباحث توسعه مورد مداقه قرار گرفته است یا در علوم مهندسی، پرسش از بنیان‌های تکنولوژی تا پیش از توسعه کامل تکنولوژی خود به‌عنوان یکی از موانع انتقال تکنولوژی تلقی شده است. نویسنده بر آن است که پرسش فلسفی از بنیان‌های تکنولوژی نه تنها مانعی در انتقال تکنولوژی نیست، بلکه برای رفتن به‌سمت سازگاری و بومی کردن تکنولوژی، یکی از ارکان اصلی آن است. در این مقاله از منظر فلسفه تکنولوژی ابتدا به نقد انتقال تکنولوژی پرداخته خواهد شد و با تمرکز بر سه محور ارزش‌مداری مصنوع تکنیکی، تفاوت بنیادین دانش تکنولوژیک و دانش علمی و اهمیت سیستم اجتماعی تکنیکی نشان داده خواهد شد که تلقی فعلی از انتقال تکنولوژی سطحی است. سپس بر اساس همین رویکرد دو راهکار برای انتقال تکنولوژی پیشنهاد خواهد شد. http://www.jsfc.ir/article_34103_cb41662fe265cad3ff1baab4df37b9fa.pdf
