Descriptive and comparative-analytical methods were used through which in the first stage, six component and 24 indexes of cultural policy were extracted from the literature and theoretical principles and then through interview with five members of the Delphi panel of Iranian cultural elites, the validity and reliability of the cultural components and indices were confirmed and then the conceptual model was developed on the basis of Kraft and Furlong process model and its validity was approved by Lavsheh method.   In the second stage, the similarities and differences between Iranian and Australian cultural policies were garnered by determining the degree of the final membership of each of the cultural policy components and indices in the Fuzzy sets by acquiring the viewpoints of five cultural elites from Iran and five from Australia with the help of MATLAB software. The findings indicate that there are similarities between the cultural policies of the two countries regarding the following indexes: Prioritization of cultural problems, adoption of cultural policy, and legislation of cultural policy in the Parliament or cultural policymaking institutions; but there are differences regarding other indexes and components. It may be concluded that given the higher degree of final membership of Australia, the degree of significance given by Australia to the processes of agenda setting, formation, approval, execution, evaluation and feedback of cultural policy is higher than those of Iran and the dominant approach to cultural policies in Australia is a group approach while that of Iran is a political and institutional one.}, keywords = {Cultural Policy Components and Indexes,Lavsheh Method,Degree of Final Membership,Delphi Fuzzy Technique,Group Approach,Political and Institutional Approach}, title_fa = {طراحی مدلی برای مطالعه تطبیقی سیاست‌های فرهنگی ایران و استرالیا}, abstract_fa = {سیاست فرهنگی مقوله‌ای است دارای اهمیت راهبردی و شامل اصول مکتوب و غیرمکتوبی است که برای دستیابی به اهداف توسعه پایدار فرهنگی تدوین می‌شود. این پژوهش، با هدف مطالعه تطبیقی سیاست‌های فرهنگی ایران و استرالیا انجام شده است. روش پژوهش توصیفی و مقایسه‌ای ـ تحلیلی می‌باشد که در مرحله اول 6 مؤلفه و 24 شاخص سیاست فرهنگی از ادبیات و مبانی نظری استخراج و پس از مصاحبه با 5 نفر از اعضای «پانل دلفی» خبرگان فرهنگی ایرانی، روایی و پایایی مؤلفه‌ها و شاخص‌های فرهنگی تأیید و سپس مدل مفهومی براساس الگوی فرایندی کرافت و فورلانگ طراحی شده و اعتبارسنجی آن از روش لاوشه مورد تأیید قرار گرفته است. در مرحله دوم تشابه و تفاوت سیاست‌های فرهنگی ایران و استرالیا با تعیین درجه عضویت نهایی هر یک از مؤلفه‌ها و شاخص‌های سیاست فرهنگی در مجموعه‌های فازی، با نظرسنجی از 5 خبره فرهنگی کشور ایران و 5 خبره فرهنگی کشور استرالیا با استفاده از نرم‌افزار «متلب» انجام شده است. یافته‌ها نشان می‌دهد که بین شاخص‌های «اولویت‌گذاری مسائل فرهنگی»، «پذیرش سیاست فرهنگی» و «قانونی نمودن سیاست فرهنگی در مجلس و یا نهاد سیاست‌گذاری فرهنگی» تشابه ولی در سایر مؤلفه‌ها و شاخص‌های سیاست فرهنگی بین دو کشور تفاوت وجود دارد. می‌توان نتیجه گرفت با توجه به بالاتر بودن درجات عضویت نهایی کشور استرالیا، میزان اهمیت دادن این کشور به فرایند‌های دستورگذاری، شکل‌گیری، تصویب، اجرا، ارزیابی و بازخورد سیاست فرهنگی از ایران بیشتر و دیدگاه حاکم بر سیاست‌های فرهنگی در استرالیا دیدگاهی گروهی و در ایران دیدگاهی سیاسی و نهادی است.}, keywords_fa = {مؤلفه‌ها و شاخص‌های سیاست فرهنگی,روش لاوشه,درجه عضویت نهایی,تکنیک دلفی فازی,دیدگاه گروهی,دیدگاه سیاسی و نهادی}, url = {http://www.jsfc.ir/article_95598.html}, eprint = {http://www.jsfc.ir/article_95598_f67fda9814c82a7d786c8f60362ff78d.pdf} }
