This battle has three levels in the stage of planning and implementation: strategic, operational and tactical. These stages indicate the domain, depth, objective, significance and influence of soft war in the target society. Hence, understanding of these levels, not only sheds light on the plans and strategies of the enemy in this field but also makes it possible to adjust the counter attacks with the said levels. Therefore, in order to confront the strategic level of the soft war, one should adopt solution at strategic level or through understanding the level of actions and plans of the enemy prioritize the counteractions. In fact, at lower levels of soft war, adoption of some solutions as the same level will be enough without requiring investing at strategic level. While analyzing the three levels of soft war, the present paper also discusses the objectives of the enemy in every stage and elucidates some outstanding referents related to Iran. جنگ نرم، به‌عنوان صورتی جدید از نبردهای معاصر، بر حوزه ادراکی انسان‌ها متمرکز است و نبرد را به‌جای خاکریزها، به قلوب و احساسات و باورهای افراد انتقال داده است. این نوع نبرد، در مرحله طرح‌ریزی و همچنین اجرا، دارای سطوحی سه‌گانه مشتمل بر سطح راهبردی، عملیاتی و تاکتیکی است. این سطوح نشانگر دامنه، عمق، هدف، اهمیت و تاثیرگذاری جنگ نرم در جامعه آماج است و شناخت آنها نه‌تنها به تنویر برنامه‌ها و راهبردهای دشمن در این حوزه کمک می‏کند، بلکه انطباق راهبردها و راهکارهای مقابله‌ای با سطوح طرح‌ریزی دشمن را ممکن می‌سازد. بر این اساس، برای مقابله با سطح راهبردی جنگ نرم، باید به اتخاذ راهکارهائی در سطح راهبردی اقدام کرد یا با درک سطح کنشگری و برنامه‌‌ریزی دشمن به اولویت‌گذاری در اقدامات مقابل مبادرت نمود. چه‌بسا، در قبال سطوح پائین‌تر جنگ نرم، اتخاذ راهکارهائی در آن حدود بدون هزینه نمودن در سطح راهبرد، کافی باشد.<br />در این مقاله، ضمن تجزیه و تحلیل سطوح سه‌گانه جنگ نرم، به تشریح اهداف دشمن در هر یک از مراحل و سطوح پرداخته شده و در مورد کشورمان، مصادیق بارز و برجسته‌ای احصاء شده است.<br /><br /> http://www.jsfc.ir/article_43925_b9603d20e1cbe010f3ed6275a0e3b885.pdf
